Can we use songs if the owner is unknown?

CCLI licenses do not permit you to reproduce any material for which the copyright owner is unknown (known as Orphan works). If you reproduce these works it is at your own discretion. If the owner becomes known at a later date, they would be entitled to make a charge for any use of their work.
